Central Government

Fiscal challenges put significant pressure on departmental budgets to deliver greater value for money and efficiency with fewer resources. While the UK Procurement Act offers new opportunities and flexibility to simplify processes, it requires strong regulatory and procurement knowledge to capitalise on it. We help central government agencies optimise their operating model design, define compliant processes, build internal capability, and develop exciting career pathways to retain talent and create high-performing teams that deliver tangible stakeholder value.

Public Transport

Climate change and sustainability issues require us to have more efficient and cleaner public transport. The highly fragmented, project-driven environments in which public transportation teams operate make it difficult to identify synergies, execute efficiently, or achieve savings. Public Procurement FAQs

How does public sector procurement differ?

Public sector procurement operates under stricter rules: must comply with procurement law (UK Procurement Act 2023, OJEU in EU), transparency is legally mandated, and value for money must be demonstrated (considering quality, sustainability, social value alongside price). Timelines are longer due to notification periods and standstill requirements. Open competition is required; restrictions need justification. Extensive documentation and audits are mandatory. Budget discipline is strict. While more rigid and slower than private sector, public procurement offers stable revenue for suppliers and opportunity to advance public policy.

How do we ensure Procurement Act 2023 compliance?

The Act requires open and fair competition for procurements above thresholds (£90k for goods/services), published notices in Find a Tender, and transparent evaluation criteria. Value for money must be demonstrated and documented. Use digital tools for procurement and move toward e-invoicing and e-catalogues. Consult suppliers on approach and provide feedback. Include environmental and social criteria in evaluations. Manage conflicts of interest transparently. Maintain audit trails for all decisions. Compliance requires clear procedures aligned to Act requirements, team training, systems that enforce controls, and regular audits.
